Equivalent Rights for Outsourced Workers Policy

1. Purpose

The purpose of this policy is to ensure that all employees performing work for EUL through third-

party contractors are treated fairly and granted rights equivalent to those of direct university

employees. This policy reflects EUL’s commitment to decent work, equality, and ethical

employment practices.

2. Scope

This policy applies to:

All university departments engaging external service providers.

All outsourced workers providing services such as cleaning, security, catering, IT, and

maintenance.

3. Policy Statement

EUL shall:

Ensure that third-party contractors comply with national labor laws and international labor

standards.

Guarantee that outsourced workers receive equivalent rights in terms of:

Compensation and benefits

Working hours and leave entitlements

Health and safety protections

Protection from discrimination and harassment

Include contractual clauses with all service providers requiring compliance with this policy.

Monitor and audit third-party compliance regularly.

4. Implementation

University departments must include rights equivalency clauses in all outsourcing contracts.

The Human Resources (HR) Office oversees compliance and provides guidance to departments.

Annual audits will be conducted to ensure contractors meet the required standards.

5. Reporting and Grievance

Outsourced workers have access to a grievance mechanism via the HR Office.

Complaints regarding rights violations are investigated promptly, and corrective actions are taken

as needed.

6. Review

This policy will be reviewed annually to ensure alignment with legal requirements, university

standards, and international best practices.

Effectivity: This policy applies from the date of approval and is mandatory for all university

departments and contractors.
